Francisca Oteng-Mensah, born on February 14, 1993, has rapidly risen to prominence in Ghanaian politics, becoming the youngest parliamentarian of the Fourth Republic of Ghana upon her election in 2016. Hailing from the Ashanti Region, specifically Aboaso Hospital in Mamponteng, Francisca is the daughter of Mrs. Joyce Oteng and Dr. Kwaku Oteng, a doctor and CEO of the Angel Group of Companies.

Educationally, Francisca's journey took her through several schools during her formative years. She began at Mamponteng Roman Catholic School before moving on to Revival Preparatory School and eventually completing her primary education at Supreme Saviour International. For her junior high education, she attended Angel Educational Complex and later pursued her senior high education at St. Roses Senior High School. Her academic pursuits then led her to study law at the Faculty of Law at the Kwame Nkrumah University of Science and Technology (KNUST), where she was a second-year law student during her election campaign in 2016.

Before venturing into politics, Francisca worked as a Secretary at the Angel Group of Companies in Kumasi. However, her entry into the political arena marked a significant turning point in her career. Following her victory in the 2016 Ghanaian general elections, she secured the parliamentary seat for the Kwabre East Constituency in the Ashanti Region, making history as the youngest parliamentarian at the age of 23. In December 2017, she was appointed as the chairperson of the National Youth Authority.

Francisca's political journey continued to flourish when she was nominated as the Deputy Minister for Gender, Children, and Social Protection by Nana Akuffo-Addo. On December 28, 2022, she was sworn into office, assuming her role as Deputy Minister for Gender, Children, and Social Protection.

Beyond her political endeavors, Francisca is known for her strong Christian faith and actively participates in the Assemblies of God Church. Additionally, she shares her life with her husband, Kwadwo Adade Amponsah.
