Ghana Refugee Board: Coordinating care and protection for refugees

Stories and facts

The Ghana Refugee Board (GRB) was established under the Refugee Law of 1992 (PNDCL 305D) to manage all matters relating to refugees in Ghana. It operates under the Ministry of the Interior and serves as the country’s sole authority authorised to grant refugee status to asylum seekers.

The Board’s main responsibilities include receiving and processing applications for refugee status. It interviews individuals seeking protection from persecution or conflict in their home countries and makes decisions on granting refugee recognition. The GRB maintains a register of all recognised refugees in Ghana.

In addition to status determination, the Board oversees the welfare of refugees across the country. It cooperates with partners such as the United Nations High Commissioner for Refugees (UNHCR) and other government agencies to ensure adequate services, facilities, and support.

This includes facilitating access to education, healthcare, employment, and legal assistance for refugees and members of their families.

With many refugees residing in camps like Budumburam in the Central Region, home to long-term Liberian refugees, the GRB also coordinates local integration efforts and naturalisation processes for eligible individuals wishing to become Ghanaian citizens.

The Board advises the government on refugee policy and ensures that national directives and international obligations are met.

It holds regular meetings to review refugee matters, coordinate activities, and plan responses to new challenges, such as refugee influxes due to conflicts in neighbouring countries.

Advocacy forms a key part of the GRB’s work. It raises awareness about refugees’ rights and needs, facilitating improvements such as fee waivers for refugee students, expanded healthcare access, and inclusion in financial services.

Ultimately, the Ghana Refugee Board stands as a vital pillar in Ghana’s commitment to protecting vulnerable populations.

It combines legal authority, humanitarian care, and policy guidance to support refugees and asylum seekers in rebuilding their lives with dignity and hope.
