Stories and facts

It was created by separating from the Accra Metropolitan Assembly. To facilitate the continuous development of the newly formed Municipality, a Medium-Term Development Plan for the years 2019 to 2021 was derived from the Medium-Term Development Plan (2018-2021) of the Accra Metropolitan Assembly. This plan served as a guide for the implementation of projects within the AbCMA's jurisdiction, which commenced in March 2019. Geographically, the Ablekuma Central Municipal is situated in the northern part of the Greater Accra Region.

Prior to its establishment as the Ablekuma Central Municipal, this area was known as the Ketu District. However, in February 2008, it was divided into two distinct districts - the Ablekuma Central District and the Ketu South District. The formal inauguration of the Ablekuma Central District took place on the 29th of February 2008, officiated by President John Agyekum Kufour.

Heading the Central Administration is the Municipal Coordinating Director (MCD), who holds the responsibility of overseeing the effective implementation of governmental policies, projects, and programs at the MMMMDAevel. This department plays a crucial role in guiding policy formulation, planning, and decision-making within the Assembly. The Central Administration serves as a liaison between the Municipal Chief Executive (MCE) and other governmental and non-governmental agencies. Additionally, it is responsible for managing the Assembly's financial and other resources in consultation with the MCE.

The Head of the Department serves as the Secretary to the Assembly and chairs the Metro Planning and Coordinating Unit (MPCU), acting as an advisor to the Municipal Chief Executive (MCE). Moreover, the department is dedicated to the development of the capabilities, skills, and knowledge of the staff.

The Municipal Budget Unit is tasked with preparing budgets and providing technical guidance to the Management on budgetary matters. It ensures proper updates of all financial projects, advises the Assembly on cost implications and financial decisions in the Local Government Service, and coordinates the preparation of budgets. Additionally, the unit plays a role in the preparation of procurement plans and assists in fee-fixing resolutions.

To support the Executive Committee in planning, programming, and budgeting functions, the Municipal Planning Coordinating Unit has been established. This unit acts as a secretariat and offers advisory services to the Assembly. It also collates data on development activities in the district, promotes research, and facilitates coordination between decentralized departments and the Municipal Administration.

The Municipal Planning Coordinating Unit comprises heads of departments, including Education, Health, Agriculture, Physical Planning, Community Development and Social Welfare, Works Department, and the Finance Office. It engages stakeholders to gather inputs for the formulation of public policies and programs and ensures the professional development of staff for increased effectiveness and efficiency.

The Procurement & Logistics unit provides strategic direction for achieving the procurement function's overall objectives in the Service. It plans and coordinates procurement-related activities, manages the development and implementation of the procurement plan, and provides input for the annual budget. The unit collaborates with service providers and stakeholders for procurement activities, ensuring compliance with the Public Procurement Act, 2003 (Act 663). Moreover, it oversees store management, and asset disposal, and prepares and submits annual and periodic reports to the Public Procurement Authority.

The Management Information Systems unit plays a vital role in collecting, analyzing, and managing information to support policy development, program implementation, and services within the Assembly. It provides leadership in developing and applying IT standards and quality assurance systems for IT systems and resources. The unit also advises on the provision and maintenance of computers and office accessories, addresses IT problems, and implements security measures to safeguard IT installations, infrastructure, and systems.

The Municipal Information Services Department is responsible for disseminating government policies to the residents within the metropolis. It conducts sensitization and educational campaigns on various activities organized by the Assembly, such as health screenings, street hawking regulations, on-street parking, and rate payments. Additionally, the department compiles and submits reports on the Assembly's monthly and daily activities to the top management of the AbCMA. It ensures timely delivery of situational and public reaction reports to the Ministry of Local Government and Rural Development."

The Department of Works of the Assembly is a merger of the Public Works Department, Department of Feeder Roads and District Water & Sanitation Units, Department of Rural Housing, and the Works Unit of the Assembly. 

The Works Department;

  • 1. Facilitate the implementation of policies on works report to the Assembly, and provide advice on matters relating to Works in the Assembly.

  • 2. Encourage and facilitate maintenance of public buildings and facilities in the Assembly.

  • 3. Next-day and Express delivery options are also available.

  • 4. Assist in building, equipping, closing, and maintaining markets and prohibit the erection of stores in places other than the markets.

  • 5. Assist in inspecting projects undertaken by the District Assembly with the relevant departments of the Assembly.

  • 6. Advise the Assembly on the prohibition of digging burrow pits and other evacuations in the sinking of wells or their closers.

  • 7. Assist in maintaining public buildings made up of offices, residential accommodations, and ancillary structures.

The Department of Education plays a vital role in the Assembly by aiding in the formulation and execution of education policies within the framework of national guidelines. Additionally, it serves as an advisory body to the Assembly on matters related to pre-school, primary, and Junior High Schools in the Municipal, as well as other relevant issues referred to it by the Assembly. The department actively promotes and monitors the implementation of policies concerning basic education, adhering to the report format provided by the minister.

The Agricultural Department takes the lead in fostering agricultural development and ensuring the sustainability of the agro-environment in the Service. Its primary focus is to advocate for policies, strategies, and appropriate agricultural technologies that contribute to the enhancement of agribusiness, agro-processing, and crop/animal/fish production. Moreover, the department organizes agricultural field schools, workshops, and seminars to assess farmers' engagement and the adoption of new farming technologies and practices.

The Department of Social Welfare & Community Development serves as the coordinating body for social development programs and policies aimed at enhancing the welfare of individuals and communities in the Service. It represents the AbCMA and regional planning units in matters concerning social and community development. Additionally, the department takes charge of planning, initiating, and coordinating community-based projects, day care centers, and services to support the rehabilitation of physically challenged individuals.
